Disable windows start button

The only thing I'm interested in finding out if I can disable the left click function on the start button menu. If not, then I can remove the tiles and change the database that info is kept, and block the settings that use it so nothing really appears. I thought stopping the left click would then stop me from doing loads of unnecessary work to the policies. Just remember, with WIndows tampering with the base code is illegal. Windows has a lot of restrictions on it that are meant to prevent what you want to do.
