You had 3 years from the time you filed the income taxes on your SSB to file an amended return to get the taxes back after the VA started "paying" you. That time has long expired. The new law regarding this only goes back to Regarding paying back the SSB, again you are to "old". The new law affecting that also only goes for those from and newer. Regarding your back, you need to file for an increase from the VA.
