Windows security special permissions

I would have never seen an issue except the user tried to rename the folder she created and was told she didn't have rights to it; another odd thing.

And it seems to be on all my departmental folders upon investigation. I finally went into the server, moved the file from the directory, and replaced it. She was able to edit it then.
